Who is the Webmaster?

If you've been on a few Web sites in your day, you've probably seen a phrase at the bottom of a home page that goes something like, "For questions or comments regarding the technical aspects of the website, please contact the webmaster."
The webmaster is the person in an organization who is responsible for the design, development and maintenance of a site.  The job may involve the actual site creation – whether writing HTML code or using a content management system – as well as creating the pages, organizing the site's structure, and keeping it up to date.  The webmaster is also obviously the one to respond to emailed technical questions.
The webmaster title is based on the information technology component, but in organizations where individuals wear many hats, and where "information technology" involves the easy-to-use E-zekiel CMS, the "webmaster" could be the pastor, the communications director, or anyone else logically responsible for promotion, communication and content development.
